The Law "On Science and Technology Policy" has been adopted in the Republic of Kazakhstan. A scientifically based approach to state regulation of subsurface use processes is being formed in the country. According to Academician Abdurasul Zharmenov, General Director of the Republican State Enterprise National Center for Integrated Processing of Mineral Raw Materials of the Republic of Kazakhstan, its immediate implementation is necessary within the framework of a properly developed technological policy for the country's economy.
The Ministry of Industry and Construction of the Republic of Kazakhstan has sufficient experience in this area, systematically implementing cooperation in the state–industry–science system and overseeing scientific and technical programs aimed at the development of the mining and metallurgical industry.
"According to the Constitution of the New Kazakhstan, the subsoil belongs to the people, which means that the responsibility for state regulation in this area should be especially high," the scientist believes. In his opinion, it is necessary to start by determining the extraction rates of targeted and non-targeted valuable related components in the extracted raw materials for each specific deposit and all man-made waste. Another important issue is to achieve the environmentally friendly use of coal in the energy and metallurgy industries. Since Kazakhstan has powerful reserves of this natural resource, a program for the disposal of gases generated during its combustion is also necessary.
This will make it possible to provide authorized state bodies with the necessary scientifically proven recommendations, improve the efficiency of management of subsurface use processes, solve environmental problems and, as a result, increase state revenues from subsurface use.
