Reforming science as an effective tool for sustainable economic development

On March 14, K.I. Satpayev KazNRTU hosted the International Scientific and Practical Conference "Resource-saving technologies in the mineral-industrial megacomplex in the context of sustainable economic development."

Abdurasul Zharmenov, Director General of the RSE NCCMS RK, Academician, shared his vision of effective measures for the development of science with a focus on the growth of the national economy at the Plenary session. These include, first of all, a differentiated approach to financing scientific organizations depending on the field of science (socio-humanities, natural sciences and technology) and the types of research performed (fundamental, applied, commercialization of scientific research) and the strengthening of sectoral science aimed at expanding cooperation between scientific and business communities.

Taking into account the current situation and priorities for the development of the mining and metallurgical industry to solve the tasks set out in the draft National Development Plan of the Republic of Kazakhstan until 2029, including replenishment and development of the resource base, waste management of the mining and metallurgical complex and the development of accumulated solid mineral waste, the creation of new enterprises, speaker suggested:

  1. Within one year, stop the practice of exporting ores, concentrates, substandard materials, and intermediates from various industries with the organization of domestic technological processes for their processing using existing technologies of RSE NC KPMS RK as a basic scientific organization in the mining and metallurgical industry, as well as other domestic scientific organizations and universities, in the case of their absence - using the technologies of foreign partners.
  2. To oblige large enterprises for the production of metals (copper, zinc, lead, steel) to create final products in Kazakhstan within 5 years from at least 20% of the metal produced. If there is a default, then transfer at least 20% of the produced metal to the state at cost for the organization of production of the following alterations.
  3. Oblige subsurface users to create new jobs for all employees of closing enterprises by the time mining is completed/ factories are closed in the same localities in order to eliminate the problem of mono-cities.

The relevance of the ideas proposed by academician Abdurasul Zharmenov was noted in his reports by Carsten Drebenstedt, Professor at the Technical University of the Freiberg Mining Academy (Germany), Tulegen Mukhanov, Adviser to the Executive Director of the AGMP. It is encouraging that true scientists from different countries think the same way and find the support of industrialists interested in the sustainable development of the country's economy.
