On November 2 of this year, a meeting was held between A.A. Zharmenov, Director General of the RSE NCCMS RK, Chief Scientific Secretary of the National Academy of Sciences of the Republic of Kazakhstan, twice Winner of the State Prize of the Republic of Kazakhstan in the field of science and technology, and A.A. Smailov, Prime Minister of the Republic of Kazakhstan.
A.A. Zharmenov reported to the Head of Government on the achievements of the RSE "National Center for Integrated Processing of Mineral Raw Materials of the Republic of Kazakhstan". He informed about the implementation of domestic and foreign projects in the field of mining and metallurgical complex. He made a number of proposals aimed at developing the mining and metallurgical industry of the state. He expressed the concern of the academicians of the National Academy of Sciences of the Republic of Kazakhstan about the progress in fulfilling the instructions of the President of the country K.-Zh. Tokayev to raise its status.
Industrial facilities have been created in Kazakhstan and abroad with the involvement of investments in the amount of $3.5 billion based on the technologies and developments of the RSE NCCMS RK. The annual output of products based on them is estimated at $4-$4.5 billion. In the next 3 years, the minimum investment in the creation of foreign production facilities (ferroalloy plants General Alloys, Brazil, IFCG Ferroalloy, Mongolia, TFAP, Iran) will amount to $ 2.5 billion. Achieving such indicators requires the specialists of a scientific organization not only to create a unique idea and develop technological techniques for its implementation, but also to overcome incredible difficulties of an administrative, legal, and political nature.
For almost six months, after the speech of the President of the Republic of Kazakhstan K. Tokayev at the jubilee session of the National Academy of Sciences of the Republic of Kazakhstan in June 2022, the scientific community has been closely monitoring the execution of his instructions on awarding the National Academy of Sciences of the Republic of Kazakhstan the state status.

Особое внимание в выступлении было уделено существующим правовым неточностям и барьерам, ограничивающим доступ учёных к техногенно-минеральным образованиям для проведения научных исследований, а также недостаточной доступности информации о них. Указанные факторы сдерживают привлечение инвестиций и препятствуют эффективному вовлечению техногенных отходов в промышленное производство.
